Improvements

• Tagging is now supported across all judging modes for program managers and users with tagging permissions.
• In the Manage tasks view, the option to reset/reassign action tasks for referee stages has been removed to avoid confusion for entrants.
• Columns added via the cog icon in the payments list view can now be sorted.
• The entrant email and global ID have been added to the Get entry API response.
• Action flow tasks with future start dates now display an improved message that the round is not open yet.
